CARDHOLDER AGREEMENT FOR THE HOOT LOOT CARD / HOOT LOOT ACCOUNT

The Hoot Loot Card is the official identification card used at Southern Connecticut State University. Additionally, the Hoot Loot Card may function as a building access, campus debit, library, and meal card. This agreement describes and governs the use of the Hoot Loot Card.

ACCOUNT AGREEMENT TERMS

In this agreement the words "you," "your," and "yours" refer to the actual cardholder for whom the Hoot Loot Card was issued, and for whom use of the Hoot Loot Card will be held contractually liable. The use of "us," "we," and "our" refers to Southern Connecticut State University.

ACCEPTANCE OF AGREEMENT

By acceptance or use of the card, the cardholder agrees to the terms and conditions of the agreement as set forth in this document.

ISSUANCE OF THE HOOT LOOT CARD

The University Card Office will issue one active Hoot Loot Card to each authorized user for use during the cardholder's tenure at Southern Connecticut State University. The issue of the active Hoot Loot Card will be based upon the individual's primary affiliation with the University and the name appearing on the card will be the cardholder's official name of record with the University. As this is a photo ID card, dark glasses and hats must be removed before the picture can be taken. Cardholders will not be allowed to wear any article of clothing or eyewear that obscures his/her facial features. Any exceptions will be made on a case by case basis.

The Hoot Loot Card remains the property of Southern Connecticut State University at all times and the University governs all use of the card. The card is not transferable; only the person identified on the front of the Hoot Loot Card is allowed to use the card. Unauthorized use, sharing, alteration or duplication for any purpose will result in immediate confiscation of the card and may result in disciplinary or legal action. Students shall show their identification card when requested to do so by Southern Connecticut State University officials performing their duties.

ACTIVATING YOUR CARD

The Hoot Loot Card is activated upon issuance and your Hoot Loot Account is also active and eligible for funds to be deposited into the account.

DEPOSITS

Funds may be deposited onto the Hoot Loot Account using a credit card on the University Card Office's secure deposit form available online by following the "Add Money" link at: http://hootloot.southernct.edu. A check or credit card deposit may also be made in person at the University Card Office. Cash deposits (using $1, $5, $10 or $20 bills) may be made on your Hoot Loot Account at any Card Value Center (CVC) located in the Buley Library, Jennings Hall, Schwartz Hall, Student Center, Police Station (open 24 hours) or Wintergreen Building. You cannot withdraw cash from your Hoot Loot Account.

You are liable for any funds spent from your Hoot Loot Account. If funds are added to your account, and payment is rejected for any reason, your account will be reduced by the amount of the rejected payment. In the event that funds are posted to your account in error, you must report the error to the University Card Office, upon discovery. You are personally liable for the use of any funds posted in error. The University will use any means available to collect amounts due, including, but not limited to, the placement of a hold on the card/account. The card/account will be reactivated upon restitution.

USE OF THE HOOT LOOT ACCOUNT

The Hoot Loot Account acts as a debit card account, not as a credit card. No negative balances, cash withdrawals or cash advances are permitted. The University will not charge any fees for the use of your Hoot Loot Account, nor do account balances accrue interest or other earnings. Funds deposited onto the Hoot Loot Account will automatically be rolled over to the next semester.

Southern Connecticut State University is not responsible for the refusal to accept or honor your Hoot Loot account by any of the participating establishments under, but not limited to, the following circumstances:

  • There are insufficient funds in your account at the time the purchase is requested.
  • The equipment being used by the merchant or office initiating the transaction is not functioning correctly at the time the transaction is attempted.
  • Your account has been temporarily or permanently suspended in accordance with this agreement.
  • Your Hoot Loot Card has been reported lost.
  • Your Hoot Loot Card is on administrative hold.
  • The University reserves the right to establish daily spending limits at unattended locations (such as vending machines) to minimize misuse of funds on stolen cards.

RESTRICTED PURCHASES

The Hoot Loot Account may not be used to purchase alcoholic beverages, tobacco products and drug paraphernalia. Participating vendors selling such products will refuse payment of Hoot Loot of the aforementioned products and you shall be responsible for alternative payment for any such items consumed/purchased.

USE OF THE FOOD LOOT ACCOUNT

All on-campus residents are required to have a Food Loot Account. Food Loot can only be used at campus dining service locations, including Connecticut Dining Hall, Adanti Student Center Food Court, Engleman Hall Bagel Wagon and campus convenient stores.

Southern Connecticut State University is not responsible for the refusal to accept or honor your Food Loot account by any of the food service establishments under, but not limited to, the following circumstances:

  • There are insufficient funds in your account at the time the purchase is requested.
  • The equipment being used by the merchant or office initiating the transaction is not functioning correctly at the time the transaction is attempted.
  • Your account has been temporarily or permanently suspended in accordance with this agreement.
  • Your Hoot Loot Card has been reported lost.
  • Your Hoot Loot Card is on administrative hold.
  • Food Loot balances will carry over from the fall to spring semester. Any Food Loot balances at the end of the academic year (in May) will be removed. Meal plans, including Food Loot, are mandatory for on-campus residents. LIABILITY FOR UNAUTHORIZED USE OF THE HOOT LOOT CARD / ACCOUNT

If your Hoot Loot Card is lost or stolen you must notify the University Card Office and/or University Police immediately to prevent misuse of the card. If your Hoot Loot Account has unauthorized activity, you must notify the University Card Office and file a police report with University Police. Your maximum liability for unauthorized use of your account and/or card is $50.00 within the first twenty-four (24) hour period. If you fail to notify the University Card Office and/or University Police of your lost, stolen or misused account and/or card within twenty-four (24) hours, but within sixty (60) days, your maximum liability for unauthorized use is up to $500.00. You are personally liable for any unreported unauthorized use of your Hoot Loot account and/or card outside of these parameters.

REPLACEMENT HOOT LOOT CARDS

Replacement cards may be issued for lost, stolen or damaged cards. The first replacement card is $10; all replacement cards thereafter are $20. Upon issuance of a replacement Hoot Loot Card, your old card cannot be reactivated.

The cardholder will not damage or alter the card in any way. The cardholder will not punch holes, affix stickers, or in any other way make modifications that may create problems when trying to use the card for University business (card swipes and identification). Damaged or mutilated cards must be surrendered at time of replacement.

Upon issuance of a replacement card, remaining balances will be transferred to the new Hoot Loot Card.

ERROR RESOLUTION PROCEDURE

If a cardholder suspects an error on a receipt or transaction, the cardholder must first contact the vendor to resolve the error within 30 days of the transaction in question. When making a request for an adjustment to the account, the cardholder must furnish the following information: (1) the cardholder's name and account number; (2) a description of the transaction in question and an explanation of the discrepancy; and (3) the dollar amount of the transaction in question. You may be asked to submit a copy of Hoot Loot Account transaction history as it relates to the disputed charge to the vendor. If you feel the error has not been properly resolved by the vendor in a reasonable amount of time, contact the University Card Office.

If your Hoot Loot Account has unauthorized transactions, you must notify the University Card Office and file a police report with University Police. The cardholder must furnish the following information to the University Card Office and University Police upon request: (1) the card holder's name and account number; (2) a description of the transaction in question; (3) an explanation of the discrepancy; (4) the dollar amount of the transaction in question; and (5) a copy of your Hoot Loot Account transaction history with the disputed charges highlighted. Upon investigation by University Police and other University officials, any applicable refunds will be issued in accordance with the "LIABILITY FOR UNAUTHORIZED USE OF THE HOOT LOOT CARD / ACCOUNT" section of this agreement.

ACCOUNT ACTIVITY STATEMENTS

Cardholders will not receive itemized statements for the transaction activities. If the point of sale terminal is equipped to provide a receipt the cardholder will either receive a receipt as a matter of course or upon request. It is the cardholder's responsibility to ensure that the receipt is correct. Your account balance will be printed on receipts. Also, when you swipe your card through any on-campus vending machine, whether making a purchase or not, your balance will be displayed electronically. Cardholders may print out their account transaction history using the "History Summary" feature of MyCard Online, available on the University Card Office web site at: http://hootloot.southernct.edu.

Information concerning account balances and transactions are protected under the Family Education Rights and Privacy Act of 1974 (FERPA) and will only be released to the cardholder. Account balances and transaction history may also be disclosed to third parties when necessary to complete transactions initiated by the cardholder, when the condition or existence of an account must be verified, to comply with government agency or court orders, in conjunction with all other cardholder accounts in the aggregate but not in regards to a personal account, or with the cardholder's written permission.

ACCOUNT INACTIVITY

Hoot Loot Accounts that have balances in excess of $4.99 and remain inactive in excess of twelve (12) months will automatically be refunded to the cardholder. This refund is automatic and the total refund amount will be less any amount due the University. Balances of $4.99 or less will be retained by the University, the account will be closed and the Hoot Loot Card will be placed on hold.

CANCELLATION OF YOUR HOOT LOOT ACCOUNT

Your Hoot Loot Account is designed to be a continuous benefit and service to you during your tenure at Southern Connecticut State University. Once funds have been deposited to your account you should anticipate spending your account balances or leaving the balance intact over holidays and school breaks. Upon your termination of affiliation from the University, your card must be surrendered upon request and a refund, less any balance due to the University, may be issued for account balances in excess of $4.99. CHANGE OF TERMS

The University may change any or part of these terms and conditions and will notify University cardholders at least 30 days before change is to become effective by posting the new agreement on the University Card Office web site. The use of the Hoot Loot Card on or after the effective date of change means that the participant accepts and agrees to the change. Prior notice need not be given where immediate change in the terms and conditions is necessary to maintain or resolve the security of the account.
